MANAGEMENT TEAM

Silicon Border has gathered a core of experts from the high-tech industry to form the nucleus of the
management team. Led by semiconductor industry executives and international entrepreneurs, the
company has created a seasoned team to develop the park and direct the efforts of additional staff
and consultants.

The specialized semiconductor industry experience of the Silicon Border team is supplemented by
expertise from IT, human relations, finance and real estate development.  Below is the Silicon Border
Executive Team followed by its Advisory Board.



EXECUTIVES


DJ Hill
Co-founder , Co-Chairman, and CEO
DJ Hill has served as a division Vice President and General Manager National Semiconductor and as
a C-level executive with Cerprobe, InterConnect, and MCT; spending 12 years transferring
semiconductor technology to Asia and eight of those years living in Asia. Hill, who has served
internationally on several industry boards of directors, is a public speaker and published author on
semiconductor industry issues. Hill earned his bachelor of science in Industrial Engineering from
New Mexico State University.


Ron Jones
Co-founder and Co-Chairman
Ron Jones was previously founder and chairman of N-Able Group International, a consulting and
executive search company specializing in the semiconductor industry. A recognized expert on the
outsourced fabless semiconductor environment, Jones spent more than 15 years, with companies
such as Texas Instruments and Amkor, transferring technology to Asia and 10 of those years living in
Asia. Jones earned a bachelor of science in Metallurgical Engineering from the University of California
at Berkeley and a master of science in Electrical Engineering from Southern Methodist University.


Octavio Garza Fernandez
President
Octavio Garza has held executive roles with Sony Electronics in Mexico, collimating to the position of
Deputy Director.  Garza is a recognized leader in the Mexican Electronics Industry serving as President
of Electronics, Telecommunication & Information Technology, and holding active roles in business
advisory roles on curriculum of State and Private Universities.  Early in his career he was the Marketing
Manager for Monsanto in Mexico City.  Garza holds a Biomedical Engineering degree from the
University of Iberoamericana, Mexico City and a Masters in Business Administration from the Peter F.
Drucker School of Management at Claremont Graduate School.  


Tim Ramsey
Executive Vice President, Design and Construction
Tim Ramsey has significant experience in building green field semiconductor facilities in Asia, Europe
and the U.S., building more than 30 major facilities as both contractor and owner. He also served as
president and CEO of M+W Zander U.S., one of the largest semiconductor wafer fab contractors in the
world. Prior to M+W Zander, Ramsey was the director of worldwide construction for Texas Instruments
and director of facilities at Chartered Semiconductor Manufacturing. Ramsey earned his bachelor of
arts in Industrial Management from The University of North Texas.



David Tenney
Chief Financial Officer
David Tenney previously provided financial and management consulting services to high-tech, real
estate development, production homebuilder and other companies in Southern California, with an
emphasis on assisting publicly traded companies. Tenney is a CPA and earned his bachelor of
science in Accounting from Brigham Young University in Utah.



Michael Oliver
Executive Vice President Sales and Business Development
Mr. Oliver has significant experience in leading high technology companies.  He has served several
medical device companies in Global Sales and Marketing roles as well as Chief Operating Officer.  In
addition to his experience in high tech, he served with Thomas Group and PricewaterhouseCoopers,
providing consulting services to Fortune 1000 companies.  He holds a Bachelor’s of Science from the
United States Naval Academy,  Annapolis, MD, and an MBA from The George Washington University,
Washington, DC.



Bob Moore
Vice President Business Development
Before joining Silicon Border, Mr. Moore was formerly Director of Sales Operations & Business
Development for Dubai Silicon Oasis where he was responsible for bringing in a number of
technology companies to Dubai’s first technology park.    Previously, he held the positions of Director
of Sales and Business Development at DongbuAnam and Amkor technologies.   Mr. Moore has also
held  Director of Sales and Marketing at the Implant Center, Redwood Microsystems Inc., and SCP
Global Technologies.  Mr. Moore spent over 10 years as an engineer in manufacturing and R&D at
NCR Corp, Intel Corp and Integrated Device Technologies. He also is a member of the Board of
Directors for MCSP INC. (Micro Chip Scale Package) and Silver Creek Valley Country Club.  Mr. Moore
holds a BS degree in Engineering from Wright State University.   


Bernard Tyler
Vice President
Bernie Tyler has served as a senior executive with several public and private technology-based
corporations, including Path 1 Network Technologies, Inc. and Nautronix, Inc. His career includes
intermediate and senior management positions with engineering companies such as Hughes
Aircraft, Sega, Computer Associates and SAIC. Tyler earned his bachelor of science in Mathematics
from California State Polytechnic University and a master’s degree in Computer Science from West
Coast University in Los Angeles.


James Diracles
Co-founder and General Counsel
Jim Diracles is a longtime legal advisor to the Silicon Border executive team and remains deeply
involved in corporate contract and property negotiations, as well as investor relations. A member of
Best & Flanagan since 1973, Diracles is a Managing Partner at the firm, with more than 30 years of
experience in securities law matters, including public and private offerings, merger and acquisitions
and real estate development. He earned his bachelor of arts from Colorado College and his juris
doctor from the University of Minnesota.




ADVISORS

Ed Pausa
Director of Strategic Technology Services, PricewaterhouseCoopers Technology Centre
With more than 40 years of broad experience with direct profit and loss responsibilities in the
semiconductor industry, Pausa has directed 33 plants and subsidiary companies in 18 foreign
countries and 11 plants in six American states. He has negotiated and executed six multi-million-
dollar international joint ventures and contracts in Europe, Asia and Africa. As a consultant, Pausa has
focused his practice on assisting high-tech companies in the development and implementation of
business strategies and continuous improvement policies and practices.


Glen Possley
Industry consultant and advisor
Most recently, Mr. Possley was the president of Submicron Technology in Bangkok, Thailand.
Previously, he was Senior Vice President of Manufacturing for Ramtron in Colorado Springs, where he
was responsible for fab, subcontract assembly, engineering, production control, purchasing, facilities,
shipping and all other areas of manufacturing. Possley has held other top-level positions including
Vice President of Operation for Sandisk in Santa Clara; Vice President of Die Manufacturing
Operations for Signetics in Sunnyvale; Vice President of Wafer Fabs and R&D Operations for Mostek
and Operations Manager for Motorola in Mesa, Arizona. He also held multiple operational and
development positions at Texas Instruments. Possley has been on the board of directors of Novellus
Systems since 1991.
